Under this program, SOCEN implements projects aimed at strengthening mechanisms that guarantee greater openness and accountability of government, and strengthening the capacity of a democratic system of governance, the rule of law and respect for human rights.

By implementing projects under this program, SOCEN aims to contribute to public administration reform and decentralization, strengthening mechanisms that enable greater government accountability to citizens, greater involvement of citizens in the policy-making process, and achieving European and international standards in various areas of social life. Projects and initiatives under this program are aimed at:

• providing support to the sectoral reform of public administration of Montenegro in the process of EU integration;
• providing support for the creation of a professional, efficient, accountable and transparent judiciary in Montenegro;
• improvement of the field of protection of human rights and freedoms, with special emphasis on the most vulnerable groups (persons with disabilities, members of minority communities, members of the RE population, women, LGBTQ, etc.);
• implementation of initiatives and projects in the field of gender equality, social inclusion, non-discrimination, and affirmation of the principles of equality.
